In a medium saucepan, whisk together the heavy cream, whole milk, granulated sugar, and unsweetened cocoa powder.
Place the saucepan over medium heat and bring the mixture to a simmer, stirring constantly to dissolve the sugar and cocoa powder. Remove from heat once it starts simmering.
